They usually don't push levels till something of significance happens. Usually a few fights at the end of a level before he can't push on in some fight, only to suddenly jump into the next level and kick some butt. Writers are likely waiting for this fight or another upcoming one given that his GF just reached the next level (and she's supposed to be ahead of him).

That scene where a small girl is shown holding a teddy bear is the most typical anime/donghua thing ever and it annoys me, man. When everybody has been evacuated during a crisis they are always somewhere in there in the crowd just standing still and frozen. I can literally go to any anime/donghua and I will find a scene similar/close to it.
